Fairy snuff. But you asked "Is there a reliable method of determining what size tyres I can fit?"
Method (for 43-622 tyres with tread but not knobbly and assumes no mudguards planned):
From the hub centres, measure the distance to the chainstay bridge, the seatstay bridge and the fork crown.
Those dimensions minus 313mm (allowing 2mm for tolerance) will indicate max tyre height (may be different front and rear).
At a distance of 340mm from the hub centres, measure the width between the chainstays , the seatstays and the fork blades.
The mininimum of those dimensions (may be different front and rear) minus 2mm for tolerances will indicate max tyre width.
