A true friend would not advise anyone to purchase Marathons, to be fair. Unless you secretly hate them. But yes, 28/700 = same.

Not always (there are at least two 28 inch sizes and four 700s) but in that case, yes.

Edited to add: the least-ambiguous size given is 38-622, which is something like 28"x1⅝"x1⅜" and almost 700c (1mm wider I think). But use 38-622 as the base for tyre selection: 38 is the width and 622 is the diameter... you can vary the 38 up and down, probably by at least 10, but always stick with 622 on that wheel.
