Tyre sizes

I have 2 touring bikes a Raleigh Pioneer Venture tyre size 700 x 28 and on my Dawes Karakum 700 x 38
I am unsure weather to put 28 on the karakum or leave them as they are the 38 will not fit the Raleigh
any Ideas/

You'll definitely notice the difference going from 38 to 28.

Are you sure the 38s won't fit on the Raleigh?

I have tried to put the 38 on the Raleigh but they rubbed on the mud guards
