Great news for you as now you can get on with your lives without walking on eggshells (though she probably would have complained at that too). But pity her new neighbours.
Using the garden after 4pm was another complaint.Personally I think you're out of order. If flushing after 5 bothers her, use the garden.
I presume being flats it would be the garden directly outside hers, but at least you'd be trying.![]()

It does sound a little like this neighbour is having some behaviour issues. I'm not excusing and it would be horrid to put up with her complaints. She could be having a breakdown or is becoming depressed and this is manifesting itself in their actions abd is possibly a cry for help.
I would suggest you delicately approach this with the HA? I'm sure there's people here who work in the NHS who could advise better than me.
She should be moved but possibly offered help.
