Only in the US can they not accept an accident - someone has to be cited after every incident (I would have typed accident, but obviously it can't be).

I believe the officer when he is surprised it even happened - I wouldn't be too aghast to discover that the driver did his homework and pushed for the citation.

I remember reading a piece written by someone who basically stated that all things such as this were incidents because they could have been avoided whereas accidents were things that could not have been avoided in the given circumstances, or something along those lines.

I generally call them incidents too, for the same reason. Nearly all road traffic incidents could have been avoided, either through better driving, better observation and awareness, better vehicle maintenance or better road maintenance.
