You could try ACDSEE Luxea Free version, seems to get good reviews and will get you learning the basics.

I have Davinci Resolve installed, bit more of a learning curve but also free.

For short, basic videos Microsoft Clipchamp is fine, but all the work and processing is done in the cloud, so you will need to be online and it may take a little while to upload your clips for editing. The plus side of this is that you don't need a very powerful PC, as the editing is done in the cloud.

If you have a fairly powerful PC then Davinci Resolve is probably one of the best, but it's a steep learning curve as there is an awful lot to it. (the vast majority of it you're unlikely to use).

There are lots of other alternatives out there - if you have an Apple Mac, then iMovie is included and free, another good Windows option is Kdenlive, which is free, open source software and has plenty of features.

In my experience you'll probably end up trying a few different options before you settle on one or two that suits you.
