The first thing you should do is try to free off the seat post, might be quite a job as it seems rather rusted.

Could well be a 1965 model , the saddle, chainguard and grips look about right and the seat-tube details look very like the 'Hercules', Nice brake calipers too.

This is my 1973 Raleigh Hercules Balmoral. The date is from the rear hub. Looks very similar apart from the shape of the chain guard.
