Absolutely, if it had not been reported then there is no way the airport can be blamed, and if it had you would have to show that they had not posted warnings or made repairs in a reasonable time.Did they know about the failed lighting system or had it just failed? If the former then they may be liable but if the latter I fail to see how they are at fault.
