I can only comment about my London routes. But there are a hell of a lot of RLJ's that I see on a daily basis.
Cars or bikes? I see more cars RLJing on my ride in. Especially at Old St roundabout.

I was walking down the New Kent Road home last night about 7pm and all of a sudden in front of me I saw a bicycle laying across the road. The cyclist had tried to RLJ and hadn't seen another cyclist using the cycle crossing so had to swerve to miss him and in doing so came off his bike. The cyclist got straight up and tried to get back on his bike (one of those lock in pedal ones, dunno what the proper name is) but I think he'd done something to the bike as he had to come on to the pavement and try to sort it out. He looked p'd off more than anything.

Anyway, nobody hurt bar the cyclist looking incredibly stupid and irresponsible in front of a queue of stationary traffic on the other side of the road. He was SO lucky there was no other traffic around and that he seemed to come off his bike sideways and under rather than over the handlebars. I hope he's learnt his lesson but I somehow doubt it.

Yep, I agree with that. I used to RLJ safely and courteously, and stopped doing so when someone argued years ago that if we want to be treated like traffic, we have to behave like traffic. That struck me as an excellent argument and I stopped doing it the same day.

Does that mean we must have a mobile phone glued to our ears while we cycle along?

So when will Kate be suggesting a "Pedestrian Tax", you know, to pay for the upkeep of those pavements that cars park and drive on...

<sarcasm> I also think it would be unfair to car drivers to make them pay even more for tax to cover the cost of my zero rated vehicle, I mean the hard done bys already pay for Band A motor vehicles... </sarcasm>

Ha. Also, who funds all these speed bumps to suposedly keep kids safe in built up areas? Maybe a pocket money tax is needed?

Actually I'm not getting any argument for cyclists paying to use the roads. Its well established that VED has nothing to do with that, some cars are zero rated. That feels like a sop to motorists who feel hard done by. I have no objection to a voluntary license scheme in principle. Some sort of display could be bike mounted. But I do already have a car license and could drive a fairly high powered motorbike on it.
