I've done the same. Usually their batteries have died, some are just daft. If Its kids I will definately say something and have done a fair few times. They dont have the brains or experience to realise that what they're doing is stupid.

I had a polite word today, too. Riding up the Itchen Bridge in the cyclelane and see a young woman riding around peds on the pavement. Little old couple parted to let her through, and as I passed I said "You should be on here, really my mate." ..and gestured to the cyclelane.

She smiled and joined me on it. I wondered if she was perhaps nervous and just needed reassurance by seeing another rider safely riding there...

Very probably, but he still needs a front one too.

Legally he may need one, but in terms of getting home safely, it's quite possible that street lighting is good enough to get by without.

I wouldn't fancy my chances of being seen by a driver coming out of a side road, without a light. Heck, I don't assume I'm seen even with lights. Anyway, without a light, if someone pulls into you, you can bet you don't have a leg to stand on if you try to claim on insurance etc.

Just a little off post but I have this type of conundrum when I see the young fellas out on their paper rounds early morning and
its dark, surely the shop keeper should be supplying lights for the lads (or ladies) to use.

Not sure if that helps the op, sorry
