For commuting, I did use waterproof trousers in really heavy rain, and overshoes. The main reason was to keep the shoes dry - as the trousers covered the top of the overshoes, so no water got in. They were hot, but I slowed down a bit.

Thanks everyone for your feedback and suggestions, I do have a bit of a bugbear hanging on from my years when my biking largely involved an engine and that sudden wet crotch was a most unwelcome surprise. So I guess a lot of it is jacket run off, less fussed about legs or even footwear to a certain extent. Having wet shreddies for a number of hours doesn't make for a happy chappy

This is why Rainlegs mostly work, being significantly longer than lycra shorts.
If they were made from a better material (like Goretex) they might be about perfect ...
Mine need replacing as the plastic like inner has peeled off ,had them a long time so they have earned thir keep
