As I thankfully have never been exposed to the community work system, I don't know how it is determined and allocated

Nor do I, although probation officers have told me the privatised Community Rehabilitation Companies (CRC) who now administer the scheme can be quite creative.

If a defendant has a particular skill it might be put to use, which in Rooney's case would be something to do with football.

Many defendants are feckless young men in their 20s with no skills or qualifications, so they would get the old standbys of litter picking, graffiti removal, or tidying public open spaces.

There are a couple of places I pass on rides where I occasionally see the local CRC van parked and a squad defendants nearby.
 
Why? It was a fair sentence in my opinion.

Letting someone like Rooney off without a significant fine seems unfair, wouldn't you agree?
You could argue that, but a two year ban and 100 hours community service is a reasonable punishment. How much would you need to fine him to hurt him, five million, ten million? Very few people suffer more than a minor inconvenience because of the fine imposed for drink driving, £500 or a grand is not a sum anyone would want to lose but most could weather it.

At least Everton had the balls to fine him 2 weeks wages which amounts to £300k apparently as he is now on reduced wages since leaving MUFC.

My heart bleeds for the poor soul.

He seems strangely immune from media persecution though (cheating with a prostitute) along with Giggs (long term serial cheat with his S-I-L) and Ferdinand (missed drugs tests).

No media bias there then. Strange that they are all MUFC 'heroes'.
