Short answer: No. Not that it's available for retail sale anyway.

It's not 'the new kit'. The mesh kit is intended for hot days in high mountains. The Sky riders have been using it in the Tour Down Under without problems. And Froome got sunburnt through his own stupidity.

Why do they have black jerseys at all then? Black attracts the sun's rays, a pastel shade would deflect the sun's rays meaning no need for the string vest look surely?

The mesh is designed for maximum cooling and minimum weight. Clearly, unless you're Mr Froome, that does mean that sun block is required. The regular Sky jerseys have a reflective treatment to reduce the sun's effect. And any idea that a lighter shade 'would deflect the sun's rays' is bunk. It's a lot more complicated than that.

It doesn't it absorbs more rays. [/pedant]
[/really pedantic]Depends whether the clothing is loose or close-fitting. When it's close-fitting, white is indeed better for reflecting sunlight, which why Sky's jerseys have a treatment. Except for the problem that white clothing also reflects heat back from the rather nearer and stronger source of heat, the wearer's own body. And black clothing also benefits from the cooling effects of wind speed more than white. So ideally, you'd want loose-fitting black clothes [/really pedantic]
