A row of LEDs down the forks would do much the same trick at lower cost, lower weight and longer battery life, and could be made completely waterproof. No need for fancy electronics, could just be done with a rubber sleeve and would fit all bikes...

Thinking about what you say here is very right.......... Much lighter, easier to design and the possibility of different light sequences.

Hard to explain what they do. But you can program it to do things. In this case it's just turning lights on and off, but in theory I could do what the OP posted about Since it can take inputs and then workout the speed of the wheel, and from that workout when the light should be lit.

But as SportMonkey said they are heavy. I'm aiming for a much lighter solution.

The card I'm using is one of the biggest, but I'll use a Micro pro or similar to redice the size.
