What can be done?

There's a bike, locked to railings for the last five weeks. Securely locked, but at sometime in those five weeks its been moved slightly(about five feet) at least once

It was almost new looking when first seen, but the weather hasn't been the best. And it's starting to show on the bike. Unable to find a frame number.
How would you report it?

There is a CCTV camera over the road, but not certain if it's covering the bike. £500 Bait Bike?

It's a bit weird but If it has moved then somebody uses it or has a claim to it. Is it possible that you just haven't seen the owner and is using it in odd hours?

Failing that, gotta be a bait...

Nick it yourself and quickly stash it in Accy's back garden. If over the next few weeks he isn't arrested then you're good to go and retrieve it.

Seems a bit OTT to run a week's long operation to get what? A bit of footage of someone with their hood up nicking a bike eventually.

Leave a note on the bike with a can of GT85 attached to it ?
