Exactly the same conclusion the Australian government reached, when considering paid registration for bicycles. And that's coming from a largely anti-cycling country. Of course, the Australian government never mentions the other reason, posted by @Cunobelin : the fact that paid registration clearly does nothing to prevent motorists being idiots.
