Windchill only occurs if you don’t have a windproof covering. Wind stopper or other windproof coverings will stop the windchill effects

indeed , related to knees and hands as i said for me even in a summers day when the wind is warm the effect on my hands if i dont wear a windproof covering sends them white

I don't wear shorts any time of the year and usually have trousers not tights on. I don't wear short sleeved tops either (except for my gilet ) but I do sometimes roll/push my sleeves up.
