In the old days everybody wore a cape as that was the only thing available. For touring I still wore a cape until very recently but now with a trike that does not work too well tho' I still carry one for shelter if stopped. Depending on distance I would still consider one for commuting as the best option. When I was a postman I commuted 5 miles each way with a cape if wet and since I was a cycling postie I used it for work if wet as well.
