I think there is an element as others have said that you become adjusted to the lower level stuff that you thought was close when you first set out, and that's not to say that it is correct, just that it becomes normal to expect/accept that you will get a certain level of poor driving.I don't think the issue is about the definition of "near miss". We should all know what a "near miss" is. I think OP's colleague probably rides in a manner where near misses are more frequent

No -the correct overtaking distance is NOT 1.5 meters it is what is appropriate. If it were 1.5 meters then most filtering by BICYCLES would be impossible
