Wheel cleaning

I took my road bike with me on holiday this year and did a few miles. Some of which ended up being on sandy tracks through pine forest. I rinsed off the bike straight away after but now my rims are sort of caked with a grimy residue. I feel it might take more than fairy liquid to shift. I don't have any muc-off or anything like that. Any recommendations on what to use? I'm gonna remove the wheels to fit new tyres anyway so they'll be off the bike for cleaning.

Green scourer and or firm bristled dishwashing brush with washing up liquid

White spirit, rag and elbow grease

My general method of cleaning things:
  1. Hot soapy water. If that doesn't shift it...
  2. 50% IPA. If that doesn't shift it...
  3. Neat IPA. If that doesn't shift it...
  4. Polish with Autosol.
Possibly other abrasives as required and if appropriate but very rarely.
