Okay, my rims have gone on old wheels so need some new ones.
They must be 700c, strong enough to take the weight of a two year old child in a child seat plus laden panniers. I may get a dynamo hub for the front while i'm at it but I assume an XT hub at the rear? Spokes?

Thanks in advance for any advice.

I'd take a look here, http://spacycles.co.uk/products.php?plid=m2b0s141p0, they seem to have good range of touring specific wheelsets.

I use 36 spoked, Deore hubbed, Mavic 319 rimmed wheels front and back. Don't know about my spokes. My local bikeshop, Woodrups built them.

As suggested already, Spacycles have a decent range of touring wheels and a quick telephone call will establish iof you need something out of the ordinary. You shouldn't do if you are of normal weight.
