I think this is probably the best way forward. I,m not really a gardener but I can only imagine the above plant has thorns of some sort which would give any intruders a nasty surprise

Yes. Spot on. Nasty thorns and the shrub itself, whether grown as a hedge or not, is impenetrable. Great for wildlife too. Cultivars of yellow, orange or red berries in profusion. A very nice plant. So easy to grow.

The best bit for last: It's cheap.

There’s a big problem down here with intruders. No house is built without barred windows. Barbed/razor wire is no real deterrent , they just cut through it. The only solution is an electrified fence, it won’t wont harm them but it’s usually sufficient to deter. There are power outages here so important to have a battery backup so an alarm sounds at least.
Last time they came though our house to target next door, cutting the wire as they went. The neighbour in the next but one house came out and loosed off a few shots with his revolver!

@Cycleops What are the police like if you shoot an intruder? They cool about that sort of thing over there?

Be jesus. That sounds a scary place to live.

My advice would be not to stand on barbed wire, or if unavoidable then to try and stand between the barbs. Perhaps the law has boots with thicker soles than mine,though

Is the top of your wall flattish? You could slather on a layer of anti climb paint.

The law here is just the same as in the UK, you have to prove reasonable force. A licence is also required to hold a firearm.
However the robbers here are often armed and if disturbed by the police the police would have no compunction in shooting them dead. No questions would be asked.
Every policeman carries an AK47.

I'm at a loss, who the hell steals a guinea pig?
How about anti-climb paint on the wall? Won't cause injuries but anyone who gets it on themselves or clothing may think twice before coming back.
Will his council allow it, and what happens when someone does get it on their clothing?

Just the simple fact you don't have the correct signage in place can leave you liable. For the paint, cleaning or replacement costs.

Wow. I could listen all night about were you live. There's no need answer if you don't want to, but how long have you lived there. I've always wanted to travel and experience different cultures ,but unfortunately live got in the way. :=(
