Which cleats and shoes go with these pedals?

They look like pedals you'd fit toe clips to. Definitely not a clipless pedal as there is no retention mechanism.

Toeclips & straps, but not your standard toeclips because the bolt-holes are horizontal not vertical.

The 3 holes inside the triangle at the front are where the cage of the toe clip would mount. Wouldn't be a cleat available to fit
