Who Made These Add-on Saddlebag Loops?

I bought a used Ideale 90 alloy-rail saddle with a cutaway profile more than 20 years ago. Someone had modified some UK-made chromed-steel saddlebag loops and added them to my lovely alloy-rail saddle but the loops do not look like any stock saddlebag loops I have ever seen offered for sale.

Are these flattened Cyclo bag loops? Their only marking is a tiny "Made in England" stamped on the outboard (rearmost) edge of the loops once they are installed.

Thanks for confirming my theory. Of course, the clamp and original hardware would not be needed after the new hole was drilled in the flattened loop to fit on the stud of the alloy-railed Ideale 90 saddle. Mine are (or were) shiny chromed steel -- at least part of the chrome is still visible. Did Cyclos come that way when new? Were there different finishes available back in the day?
