The other consensus of opinion is that they belong to the Crown or the institution of the monarchy. IE as long as the monarchy exists then for the purposes of arguement the queen or monarch owns them. However if the monarchy was dissolved, then they would belong to the British people, so take your pick really.

People still go and see the great wall of China and they're a republic. We can keep the buildings and in fact open them up for tourism even more if we kick the squatters out.
Yep any number of impoverished and not so impoverished gentry who don't get to ponce off the state manage to open their houses and grounds up to the great unwashed every week so why not them in the interests of maximising their income generation to public expense ratio in these times of austerity and saving the public penny.

Maybe she's pawned the real stuff to pay for the Willy & Katies new personal helicopter.
