Near where I grew up a few years ago there was a collision when one motorist decided to overtake a cyclist on a bridge with double white lines. The result was on one wet day a collision occurred & while at relatively low speed cause one of the cars to crush the cyclist & ped against the bridge wall before demolishing the wall & falling into the river. There were 4 deaths & person 1 seriously injured, 3 of those deaths were caused by drowning. The reason why there was a double white line was't because visibility was impaired but because the conditions on that stretch of road were such that any collision which did take place was far more likely to have serious consequences than normal.
I also know of 2 locations around here were what looks like perfectly safe roads to overtake are actually deceptive & visibility is significantly less than is evident. They have double white lines that people ignore & I've witnessed several near misses at these locations.
This location for instance looks for all the world as though you've got good enough visibility, the reality is there's not enough visibility to commit to an overtake on that section of road, even a cyclist who can easily be freewheeling at 25mph going in the same direction as that's taken. Coming up the hill you've only got enough visibility when you're well over the oposite side of the road.
