This NASA photograph makes it very obvious!Apart from the obvious conurbations it is a very empty country. Try flying over it in a light aircraft to experience how empty it is.
Yes, the London Weighting does seem a bit of a nonsense. It doesn't reflect the additional, unavoidable costs of living there. Also, presumably there are lots of places with high costs of living (primarily but not exclusively the SE) but there is no weighting there?
Denmark's countryside is pretty dull IMO: miles and miles of flat farmland.
