This has been my first year of 'proper' cycling and I don't want to lose the benefits over winter......so plan to do some cycling as and when the weather allows.
I have decent (Endura) padded bib-shorts.
So, my quandary is...............
Do I buy none-padded tights to wear over my shorts or proper padded tights?

Your choice, I have both along with leg warmers and Ron Hills. I do not wear them all at the same time.

Either or depends how cold it is. My thighs get cold so prefer the combo. If cold cold, sometimes Altura winter cruisers over roubaix tights

On top of ?? Not underneath the tights ?
That sounds odd to me too!

I have one pair of padded tights but the padding is not as comfy as that in shorts. I have a pair of unpadded tights which work well with shorts underneath, and the extra insulation often comes in handy on cold rides.

I don't like shorts under (or over!) padded tights because that gives too much padding.

I wear 240 denier Ladies tights under my bib. Its an old bricklayers trick.

They keep me warm enough once I get going and they are easy to wash in the shower and hang up in the bathroom, by morning they are dry.

The added advantage is that they have ladders in them now and I look really slutte dragging them on at 5am in the morning to go to work.

I have to make sure nobody sees me taking them off at work though. :0)

My tights are a very tight fit, virtually compression, so shorts over for me. Both are padded, can never get enough!

Unpadded longs are useful in that you can get more use out of those old-but-comfortable shorts that are no longer quite decent on their own. However, I do find the combination marginally less comfortable than padded longs on their own. I also use leg-warmers, either full-length or 3/4, according to the temperature.

My old man learnt this trick when he did his national service
