Yep, cables for the mechs went on top of the bottom bracket to start with and migrated to under the bottom bracket around the 80's and stayed there.

Wouldn’t the band on shifter make it earlier?

That's an 80's Sakae chainset. Frame doesn't look sexy, but if it's structurally sound probably worth building up. It's the sort of frame id use parts i'd taken off other bikes during upgrades to build.

Honest opinion. Cheap and nasty, toss it back in the skip. No redeeming features on that frame and certainly not worth any time, effort or money!

When I've come across that sort of rear brake plate on a Raleigh before it's usually been on Hi-Ten frames.

I'd guess it's a pretty low end bike, and probably not worth the money it would cost to refurb. It would probably ride ok once done though.
