Looks to me like they are approaching traffic lights so no I wouldn't overtake. We don't know how long the cabbie has been following the bikers or how fast or slow the traffic flow is but it doesn't seem unreasonable to be cycling three abreast at this particular stage.
edit; perhaps cabbie not having such a great day or perhaps he just doesn't like cyclists.

It might be wide enough to pass one cyclist - there are two cabs side-by-side stopped at the lights. Pointless passing though, given the lights up ahead. What I really wouldn't do is post a picture taken from the driving seat of a distinctly liveried cab on Twitter, using a profile where the profile picture clearly shows a cab's licence plate.
