Yes, that's where the cycling version comes from, apparently. The only horses ridden around here actually have real police on them.

No, it's only the waistcoat/tabardy thing. You don't get the blue and white sticking stuff for your helmet/forehead* (*delete as appropriate) either. I suspect that with the omnipresence of hi-viz it's the trimmings which do much to help it stand out.
