Home couriers (self employed doing 30 deliveries in their own car) are allowed to deliver up to 10pm. It's actually designed that way so they catch people in at home when a normal courier would come whilst you are in work.
Home couriers are instructed to deliver to business addresses between 9 and 5. The biggest problem we have at the moment is man in van couriers taking out ridiculous amounts of work they can't possibly clear. They are supposed to bring in additional resource to cope if they can not but many still try to do it all themselves anyway.
