I suddenly get this message when going to the home page on my laptop. Connected to Internet via Community Fibre, but using my phone also connected to the Internet via same router, I can access the site.

Community Fibre has started using a CGNAT. You may or may not be set through one and if you signed up or renewed recently then you are very likely to be running through one.
They are doing it because they don't have enough IPv4 addresses for everybody so use it for IP sharing ie there will be a fair number of others on the same IP address.
This has several issues for normal consumer internet use:
Chances of IP address getting a bad reputation is far higher as each has far more people using it.
and, many servers detect connections through a CGNAT and impose additional security checks/constraints. VPN is another form of IP sharing so same problems apply.
Way to get out of going through a CGNAT is to get your ISP to give you a fixed IP address but most would make a charge for this.
Going through a CGNAT does impose other constraints but they don't affect most users (eg if you are hosting some server).
