Like usual, the description of how the incident happened sounds a bit dodgy.

Having just come back from cycling in South Africa I can tell you that the death rate is terrible; taxis and minibuses are the most feared by cyclists as the drivers are often drunk or on drugs. The Police are so universally hated that they seldom show up on patrol so the roads are anarchic. This is why 8 out of every 10 bicycles sold in SA is now a mountain bike.
