It's meant to be a recumbent version of the stylised bicycle signs you sometimes see. I had the same image as a background for my HPV pages on my old web site (circa 1996-1997ish), back when I had room to store a recumbent. I've since had to flog the Trice, but at least I've still got the piccy!

Hopefully it was taken in a speech where he was counting-off various points, 1-2-3

Or perhaps he was just saying how much he thinks of us all ?
