Might be pushing the ruin definition a bit. Smouldering van in the background behind the green light - the ground was still wet from the fire fighters and the driver was waiting to be picked up.

Yes, that's what will sell it, assuming the price is sensible. It's just a site really but they can't refuse planning permission as there was an existing dwelling. Otherwise I doubt anyone would be allowed to build a house there nowadays as it's between two corners and they probably wouldn't allow anyone to open an entrance on safety grounds.
