Will defining a correct hypothetical solution to this problem bring the hypothetically dead gentleman back to hypothetical life?
Just in case it will, the answer is a hypothetical god felt sorry for the whole situation and brought him back as a Blackbird, made all guns into sticks of rock and made sure everyone had a bungalow.

I think, in the real world, the individual firing the gun would be culpable. Probably along the lines of 'reckless discharge of a firearm'.

But in the fantasy land the question seems to be posed I blame the glazer for failing to fit bullet proof glass.

Ronnie....Ronnie....hang on, it'll come to me.....

Yeah..... I can't quite remember his name..... Something to do with North Yorkshire.... I think

...You mean "Who is to blame for the man's death"?

Is another person involved? Was the gun fired by a person, and were they trying to shoot the man?

If so, the shooter is to blame.
If not, no one is to blame.

A gun can shoot all by itself??

The jumper unless the gunman did it deliberately. Why would he do so? So the jumper or Leonard Cohen if the jumper had been listening to his lyrics.
