Because there is a gap in the double yellow lines.

I don't know what that dropped kerb is for, it isn't the type designed for disabled people because they all have the tactile pavng.

I'm going to have to ask a 'parking enforcement officer' the next time I see one if that dropped kerb is meant for wheelchair and mobility scooter access or not.🤔

If there isn't a white H painted on the road in that gap of double yellows, he can legit park there I think. And clearly he knows it. If there were a white H painted, then legally he can't. I only know this because I was going to pay for a dropped kerb and said white H outside my old house to enable motorbike access at all times; this was the information the council gave me.

At my former home, a street of victorian houses with on street parking, we all used to leave each other space for our vehicles. But new neighbour across the road, had a regular visitor who would park right in the middle of two parking spaces. Ignorant g*t. I became very pee'd off with it so printed off a notice, explaining what a knob he was and how irritating he was to the residents, then spray glued said notice on his windscreen, right in his line of sight.
Oh what chuckles we all had watching him trying to scrape it off. :rolleyes:

It looks to me like the back end of that Bavarian Muppet Wagon (BMW) aka cockmobile is over the double yellow, therefore it's parked on the double yellow, but i'm not fully sure if that is a thing or not

A 'traffic warden' once told me that cars parked just inside disabled bays without a blue badge won't be ticketed, but a few inches over double yellows equals a ticket.

There is a narrow alley leading to some flats in this photo. Maybe the dropped kerb is to allow vehicles to mount the kerb to go through that alley, though isn't driving on pavements illegal?🤔

That is almost certainly what it is for.

And no, not when a dropped kerb has been (legally) installed. The whole point of vehicular dropped kerbs is to allow vehicular access over the footway. There will usually also be additional strengthening under the paving between the dropped kerb and the property entrance (though of course that is hidden under the paving).

I wasn't previously convinced it was a proper dropped kerb, since it doesn't look like a pedestrian one, and that alleyway wasn't visible in any of your previous photos.

Given the alleyway, I suspect the gap in teh double yellow lines is because they were going to put in the 'H' line, but haven't done so yet.

I'm getting confused now! Are you saying you can or are you saying you can't park over a H line? To me, the below says you can't, therefore that car is parked there for most of the day illegally. If it is parked illegally, how come, according to the nearby shop owners I know, has that vehicle not been ticketed?!🤔

It is illegal to park across a marked dropped kerb - technically even if it is your own driveway.

Have other vehicles parked on the double yellows been ticketed? Or other illegal parking in the same stretch of road?

If nobody else has, then posisbly just no parking wardens (or whatever the equivalent council officials are now called) have been operating there.

I don't know if other vehicles if parked over that certain H line have been ticketed, but I certainly wouldn't park over it, especially all day long! That high street is notorious for 'over enthusiastic' traffic wardens. They patrol/cover the roughly quarter of a mile with vigour! How this bloke is getting away with it is baffling the shop owners who are only allowed the statutory five minutes on double yellows etc to deliver stuff to their shops. Unless he has been ticketed but thinks the £35 fine is worth risking, rather than park up further down the road in a no limits to time etc space, but it's more than a risk as no way could you park on Moor Lane, Clitheroe for even an hour, let alone all day without a traffic warden noticing your illegal parking. Personally I dislike the bloke immensely after he blocked my access to that dropped kerb, when he parked over it as I was heading towards it. He most likely didn't even see me such is his manner of self importance, but it was a nasty trick, leading to my involvement in this bloke being a total two hat, illegally parking wise!

Another zig-zag parker reported today; this time they hadn't just parked on the zig-zag lines but also blocked the junction entry/exit with their van.

They did have their hazard warning lights on whilst they walked down the nearby street - which had parking available - so I guess that's OK then? No? Oh. Then they can have the 3 points and £100 fine should West Yorkshire Police agree with you.
