With a pair - or possibly two pairs - of pliers, I guess. I don't recall ever having had that problem.

I’m assuming it’s a Schräder (car type)? If so, and you decide to go at it with some pliers, it might be worth holding the valve body itself with something non-destructive to prevent it from twisting and possibly tearing the tube.

Or you can snip the end off and then put a little hole under the valve and pop a new Shrader

Are those patches of rust (edit: next to the second use of 'valve')?
And @Wester was ahead of the curve with this question too (2 March 2020, 16 pages):
What are the chances of a cyclist contacting Coronavirus ? as it is a respiratory infection I guess and I am only guessing it must be slim as most cyclists are always blowing hard so you blow out any thing bad that you breathe in

If you're using a pair of pliers on the valve body and cap, use a piece of old innertube on both.
They can reduce the amount of pressure applied to the valve body and cap in freeing them.
