Not wanting to generalise about driving instructors, but when I worked in the PA dept of a music shop, we often had a driving instructor who would come in to buy new equipment.
He would always have a student with him, and spend at least 20- 30 mins looking at stuff, while the student waited in the car outside.
I guess this was part of their "How to wait in traffic" training.
