A fellow cemetery walker/visitor says these Dahlia buds are healthy and will open up as flowers soon, I just have to give it time. When bought the plant three weeks ago it had one big flower on. After that flower died I took it off and put the plant on my dad's grave, hoping the many buds would open soon. So far they haven't moved, as in they are like they were three weeks ago. This cemetery friend is annoying me as she insists the buds will flower and I'm being impatient, but look at one of the buds, it's brown indicating the bud/flower is dead.🤔

They look fine, just give it a chance.

It may well have just come out of a Dutch green house and so its stalled.

If you buy plants from a supermarket then they are not going to be top notch.
I bought the same ones from the same retailer: mine flowered beautifully again after deadheading, but then the slugs got to the plant, eat it all!

It's a bit early for dahlias. My guess is the plant has been forced on indoors to make an early sale. Now that the plant is out in the wild it'll need time to adjust to your northern climate Accy. It might flower from those buds or they may just fall off. Eventually it will flower, probably towrds the end of summer. Just give it some TLC. Mostly don't let it get too dry for too long or too wet for too long. Strike a happy medium
