Yes, you are supposed to cut integrated seatposts to size. They are theoretically a good idea from the point of view of simplicity and lightness but they are a really bad buy IMO unless you're either a)a pro or b)very confident that you'll never want to sell the bike or c)so tall that you'll always be able to sell it to someone of normal height.

It's not going to grow back like a haircut disaster.

Once you cut them you get a couple of inches of adjustment using the collar at the top of the mast.
