Bag keeps falling off side of bike

Afternoon everyone, I have a frame over my rear wheel and I have a bikehut bag that has a bar near the bottom that slides in and it has 2 clips at the top that clip on, the bottom "bar" is screwed on nice and tight, however, I cycled to work for the first time this morning and my bag came off twice when going over bumps, not good in rush hour traffic!
Any ideas to keep it on there?
can't really afford another bag right now as I've just started a new job and I'm struggling for money (which is also why I'm cycling rather than getting the bus!)
I need to take the bag off the bike at work and at home so nothing permanent!

What fittings do the top clips have? They should clip on tight to the rack and have a button to release. Or I can guess that being from Halfords, the clips only loop over the rack.
If they haven't got secure clips, a bungee cord maybe the answer.
