Yesterday one end of a bungee cord on my pannier came loose and hooked itself into my rear wheel. Fortunately it was fairly old so it just snapped and wrapped itself around the axle. If it had jammed the wheel I'd have probably had a nasty accident. I was going downhill in traffic at the time.
It would have been nasty. Youd have got slower and slower, before suddenly pinging backwards in a parabolic arc, possibly even into orbit had you been travelling fast enough.

Learned my lesson as a teenager. Wrapped a shoulder bag on handlebar with straps on most rides. Worked fine until it slipped and caught in brake blocks. Front wheel locked and bent forks. I still have scars on my palms.
I now value pannier racks and properly attached bags on all my bikes.
