My TT bike is matt black carbon. I do not typically ride in in wet conditions but on the odd occasion, I have had to rinse it off with the hose after my ride. I guess my point here is I know why you are posting this question, the surface is hard to clean. If I really had to give it a good clean I would use what I use on my other bikes, a Park Tool soft brush and a bucket of warm water with some dish soap in it. Then rinse.

Matt paint is a pain in the 'arris to clean. I use hot water with car shampoo brushed on with a floor brush, the type that comes with a dustpan. Then once dry, spray with Mr Sheen or Pledge and buff with a soft cloth.

I use Muc Off and follow up with Wax. Looks perfect and stays cleaner too. Not to mention the speed gains from the smaller other finish...

Bin it and buy a proper steel one.

Is that on a matt finish?
It’s on my Bianchi. It has a smooth matt finish, with some glossy logo elements. I will take a photo later to see if this compares to what others class as matt. Perhaps it’s more of a satin?

I don’t want to give poor advice if it’s actually different to others’ finish.
