I pondered this dilemma when I bought my first Lezyne blinkies. Allegedly, all the manufacturers are given standards and flash frequencies to adhere too. I am confident they wouldn’t want to produce a product that induced a seizure.
Between 1 and 4 Hz fixed rate is the standard IIRC. Despite that, there are plenty of lights out there that can strobe and enough owners of them who think it's a cool effect to use it. Will we have an Alliston of bike lights?

That I doubt very much.

You'd have to include indicators, strobe lighting that has replaced rotating beacons on utility vehicles, emergency vehicles. Warnings on railings & other fixed objects when in low sun conditions.
