Bottle cage eyelets on top of top tube?

Yes could be may dribble a bit though ? Cant find any Screw on tri bags or similar which could be good as I think the straps on normal tribags would scuff the paint eventually.

Yes, it is for jelly babies.
Triathletes use them for "Bento Boxes". Because they don't have rear pockets they attach food boxes on their top tubes. They actually favour sugary snacks such as jelly babies.
