There's a simple solution to this problem

Ban all long term parking on public roads, I pay my taxes to provide a transport network and not to provide free parking areas for a bunch of freeloaders.
so, in your view I should pay extra for not driving my car -as actually driving it is OK, but if I leave it parked and don't drive it, then that's freeloading
Or, i should move out of town where i get my own owned parking space, in which case it then becomes OK for me to drive back to visit where I wanred to live in the first place.
I can see you point to be fair, but you do need.to think it through. Or is it just pesky lower class.people who don't live in the 'burbs who shouldn't be allowed cars? Ban cars entirely by all means, but don't force people out into the 'burbs and villages in the interest of curbing car use / ownership
oh and I should also mention that owning your own parking space, just conveniently gives you exlusive rights to the bit you occasionally need to drive out across thus denying its shares utility to the community at large.
A disiniterested.reader might surmise that you are fortunate enough to own a private parking space.
and might also correctly surmise that I don't - but my driving is much resuced by my choosing to live somewhere where parking is on-street by and large
