can a 622 x 18 rim fit a 25c tire?

I have a shimano RS11 rim labeled 622 x 18 in the rim tape, can i fit my 25c schwalbe lugano tires in it? would it still be aero or would it damage my rim?

The rim itself should give a size - 622-17? Don't rely on the rim tape.
Schwalbe - Which tyre fits which rim?

I think the 622-25 Luganos will fit on OK (assuming they do not come up narrower than 25 (at 100psi, say)). This test report suggests they measure up correctly. (Also gives them 1 out of 5, btw.)
Fitting these and riding them would not damage your rim, per se.
"Will it still be aero?" How do you wish to measure "aero"?

Rim Depth. 24 mm. Rim Material. Aluminium. Maximum rider weight. 120 kg. Rim Width. 20,8 mm. Rim width (internal). 15 mm. Type of Tyre. Clincher.
Is the rim tape too wide? In a similar rim my rim tape is 622-16. There is a danger of the rim tape riding up and interfering with the bead engagement.

Yes you can fit a 25c tyre, yes it will still be ‘aero’ no it won’t damage anything. I have a variety of road bike wheels, some are 622*16, some are 622*17. They all have 25c tyres on them, no problems.
