Can I replace this old-style axle with a qr skewer?

So this is on my folding bike. The stock hub is of shoddy quality so I'm going to replace the front wheel, but can I use a qr skewer on this type of fork dropout?

Doesn't look like it should. Other versions of the same model has qr skewers.
